I'm Medusa, and I will teach you of the character restrictions. Yes, Ninety Nine Souls RP has restrictions to how many of each type of character can exist at any one time. These were created to keep balance on the site. I'll expand on this when we actually get members. But right now I'm seeing 10 of each type of character right now, not counting canons.
So I made a chart of sorts (This is subject to change):
Technicians: 10
Weapons: 10
Witches: 5
Kinshin: 10
Humans: 10
